You can tell because they talk about laboratory confirmed cases of the active virus. And the big gap with PCR testing is that many people only get tested if they think they have symptoms or have been exposed. So actual case counts could be higher since others did not get tested.
I really like how all their charts align for time frames. That makes it really easy to overlay and digest the data. Props to them for that.
